This rubber protection around your reverse light and fog light ensures that your wiring doesn't rub against sharp edges of the light unit. After decades, this rubber can crumble or be completely gone, causing short circuits or wear to your cables. VW used this part on most air-cooled models, so if you want to keep your electrical system in good shape, this is the simple and inexpensive solution. Feel free to combine this with new light units or a completely new wiring harness.
